1 stadium seating ratios and facilities
2 0-2 star staff for speed, stamina, control, keeping, and two with a bit of skill in tackling, shooting, and intelligence
3 10-12 youth next season
4 sell off and fire all your initial players with the team except unmaxed keepers
5 buy 3 cheap international players with room to grow (i like just speed, stamina, and control, maybe one guy with 4-6 in all the relevant skills for a defensive mid)
6 make sure all your youth get 5 weeks of camp every season as long as they dont max early
in two or three seasons your youths will be far better developed than players you could afford on the transfer market, and will surpass your current starters.""

Get yourself a lot of youths (its debatable whether 16 is ideal) and start from scratch. in the future though, you should really consider making your stadium priority number 1. if you have a decent income then you can rebuild teams much faster. im selling 3 starters and 4 bench members of my team to enjoy the process of developing fresh players.
now that the stadium is done i have an income to cover a top team overhead and i save 10s of thousands a week in the process..
id sell off anyone without potential for your team (unmaxed keepers?) and put your experience into practice.
